JOB PURPOSE:
- The postholder will administer and govern the Council’s Power Platform environment ensuring
- that solutions are standardised, robust and secure.
- o They will enable Council Service areas to build their own innovative solutions to fulfil business
- requirements. This will maximise the Council’s investment in M365 and make Power Platform
- the low-code automation tool of choice within the council.
- o They will build Power Platform development capacity within the Council through the creation
- and delivery of appropriate training and workshops. Acting as a central point of contact to
- provide advice, guidance and support to citizen developers across the Council.
- o They will also promote best practice and governance of the platform by establishing and
- running the Council’s Power Platform Community of Practice and by using the Microsoft Power
- Platform Centre of Excellence.
- o They will assist in the building of Power Platform solutions.
WHAT WE WANT YOU TO DO
- Be the Council’s subject matter expert for Power Platform.
- Perform administration of the Council’s Power Platform environments. Set up the Microsoft
Power Platform Centre of Excellence to enable appropriate control of the environment. - Ensure solutions built by developers are licensed correctly.
- Monitor usage and performance of solutions, identifying, troubleshooting and correcting complex
issues regarding Power Platform solutions. - Monitor and govern the Dataverse environment ensuring it is used efficiently and appropriately.
- Support and collaborate with the IT Data team regarding the use of the corporate Data Platform.
Ensure that data is kept secure, accessible and that the principles of GDPR are always adhered
to when creating Power Platform solutions. - Contribute towards the development of policy and guidance, configuration management, change
management and release management procedures and controls, regarding Power Platform
solutions. - Establish and run the Power Platform Community of Practice to promote knowledge sharing and
best practice. Communicate effectively to provide technical expertise, guidance, documentation
and support to the Power Platform Citizen developers across the Council. - Identify and encourage the use of best practice to establish a consistent approach to the
development of Power Platform solutions by Citizen developers - Design, develop and maintain complex Power Platform solutions, including custom data
- connectors, Power Apps, Power Automate data flows, and Copilot agents for internal and
- external service users.
- Liaise with service users at all levels to create technical specifications and designs for complex
Power Platform solutions. - Evaluate, implement and govern M365 products (eg Planner, Shifts etc) to improve operational
performance and effectiveness for service areas. - Undertake self-directed learning using available resources to maintain an up-to-date knowledge
of any relevant IT subjects, especially relating to the Microsoft Power Platform (eg PL-200, PL-
400, PL-500, PL-600), and M365 products. - Such other responsibilities allocated which are appropriate to the grade of the post.
WHAT YOU NEED TO BE SUCCESSFUL…THE ESSENTIALS
Knowledge
- Qualified to degree level in an IT or related field, or equivalent practical experience in a
- Software/Application development environment (full development lifecycle).
- Formal training or certification in Microsoft Power Platform (Power Apps, Power Automate, and
- Dataverse).
- Extensive Knowledge of Microsoft Power Platform administration and development.
- Knowledge of Microsoft Fabric and Teams based Power Apps.
- Working knowledge of modern data storage solutions
- Working knowledge of database systems and their administration.
- Working knowledge of relational databases, entity relationship diagrams and data modelling.
- Working knowledge of data security legislation (including GDPR) and policies and being aware
- of associated risks and controls that need to be in place to adequately secure data.
- Working knowledge of IT best practice relating to change management, release management
- and general development practices.
- Working knowledge of application development concepts such as object-oriented
- programming, databases, and source control.
- Working knowledge of Low-Code development technologies
- An understanding of Local Government and its data systems.
Experience
- Significant working experience of developing and supporting Power Platform solutions (Power
- Automate, Power Apps and Power Pages).
- Experience of contributing to IT best practices in terms of change management, release
- management and general development practices.
- Working experience of analysis of business requirements relating to MS Power Platform.
- Experience of working with confidential information and data.
- Good understanding of the wider Microsoft Business Application Platform (e.g. MS Planner, MS
- Forms, MS Lists, etc).
- Experience of cloud technologies such as Azure and Microsoft 365.
- Experience of working with cross functional teams
- Experience with Microsoft Excel, SharePoint and Teams
