Public Health England (commonly abbreviated as PHE) was an important public health agency in England that played a central role in the nation’s health strategy during the 2010s and early 2020s. It was established as an executive agency of the Department of Health and Social Care, beginning operations on 1 April 2013 following the Health and Social Care Act 2012. PHE brought together the work of several predecessor organisations, such as the Health Protection Agency and the National Treatment Agency for Substance Misuse, with a clear mission to protect and improve the health and wellbeing of the public and reduce health inequalities across the country.

During its existence, Public Health England was tasked with a broad and multifaceted remit. Its core functions included promoting healthier lifestyles, supporting local authorities and the NHS with public health planning, protecting the population from health threats, and preparing for and responding to public health emergencies such as infectious disease outbreaks. The agency also gathered, analysed, and published important health data to inform policy, monitor national health trends, and shape evidence‑based interventions. In doing so, it aimed to help communities improve nutrition, increase physical activity, reduce smoking and alcohol misuse, and tackle other major determinants of health.

PHE’s work extended beyond simply advising government departments; it was involved in designing and delivering national communications campaigns, offering specialist expertise to local authorities and health services, and supporting workforce development in public health. The agency sought to act as a national focal point for scientific analysis and guidance on public health issues, operating with a commitment to rigorous evidence and partnership working across the wider health system.

However, Public Health England’s role evolved over time, and in 2021 the organisation was formally disbanded as part of a major national reform of public health structures in England. Its health protection functions were transferred to the newly established UK Health Security Agency (UKHSA), which focuses on infectious diseases, emergency preparedness, and biosecurity, while its health improvement and inequality‑reduction functions were absorbed by bodies including the Office for Health Improvement and Disparities, NHS England, and other parts of the Department of Health and Social Care. This restructuring aimed to create stronger, more specialised institutions to address contemporary public health challenges, though debates continue about the legacy and effectiveness of PHE’s model and the future of preventive health in England.

Overall, Public Health England was a key national body during a crucial period for public health — encompassing both everyday health promotion and the unprecedented challenges of the COVID‑19 pandemic era — and its influence persists in ongoing systems and structures now adapted to addressing population health and health security in England.
